Mission Statement

County Executive provides support to the County's Board of Supervisors, to the County's various organizations, and to the residents and businesses of Santa Clara County. The Office ensures the implementation of legislative mandates and Board policies. It provides analytical support, strategic planning, policy analysis, and budgetary oversight for the County organization. In addition, it seeks to safeguard civil rights, and to educate, inform, and advise both those who administer and those who receive County services.

Biography

Richard graduated from University of California at Los Angeles in June 1962 and was valedictorian of his graduating class. He graduated as Summa Cum Laude, was a member of Phi Beta Kappa and majored in Political Science. Richard went on to U.C.L.A. Law School where he graduated receiving a doctorate in law in June 1965. During law school he was a Charles Fletcher Scott Fellow. Richard was the recipient of eight scholarships as an undergraduate and through law school and was President of his first year class of law school.

February 20, 1979, through January 20, 1995, Richard served as Chief Administrative Officer for the County of Ventura. He was appointed County Executive Officer for Santa Clara County effective January 30, 1995, and currently lives in San Jose with his wife Joyce and has three children.
